Duncan Hoorn gets life for murdering his wife Chantel

The Western Cape High Court acquitted him of kidnapping and defeating the ends of justice, so the family's hope of three life sentences ended with one.

Duncan Hoorn will serve life in prison for murdering his wife, Chantel Pasqualle-Hoorn, the Western Cape High Court in Wynberg ruled on Wednesday, 7 October. As CapeTown ETC reported that day, the sentence followed his conviction for the murder.

Pasqualle-Hoorn was assaulted in Hanover Park on 28 June 2024. She died in hospital a month later.

Hoorn had also faced charges of kidnapping and defeating the ends of justice. He was acquitted of both. The State asked the court to impose the prescribed minimum sentence on the murder charge, and the court imposed life.

The sentence of life imprisonment is the heaviest penalty a South African court can hand down for murder, and it is the prescribed minimum for a murder conviction in the absence of substantial and compelling circumstances. In practice, a life term means the person serves a minimum period before parole can be considered, set by the court at sentencing. The court’s decision on that period is not contained in the material available to this paper.

The case had been postponed the previous week before Hoorn was sentenced on Wednesday.

The acquittals matter to how the sentencing played out. According to the sentencing update shared by Fight Against Crime SA, Pasqualle-Hoorn’s family had hoped Hoorn would receive three life sentences. Because he was convicted only of murder, only one life sentence could be imposed.

Fight Against Crime SA welcomed the sentence and said it continued to oppose gender-based violence and femicide. The organisation commended the South African Police Service, the National Prosecuting Authority and the court for their roles in the case, and extended its thoughts to the Pasqualle-Hoorn family.

The South African Police Service, in an update shared via social media, confirmed that Hoorn had faced the kidnapping and defeating the ends of justice charges alongside the murder charge.

For readers outside the Western Cape, Hanover Park is a suburb on the Cape Flats, east of the city centre, and the Wynberg court is one of the busiest criminal courts in the province. Cases of this kind move through the same regional and high court rolls that carry the province’s heaviest caseloads, and the passage from assault in June 2024 to sentence in October 2026 covers more than two years of court time.

South Africa’s courts, the police and the prosecuting authority are the institutions that carry cases like this one from the scene of an assault to a sentence. In this matter, all three are named by a civil society organisation as having done their part.
