The Hawks have brought the Mogalakwena Local Municipality’s R45 million fleet management tender scandal before the courts, with Municipal Manager Montengo Morris Maluleke (43) and Bon Accord Vulstasie, a company in which he is reportedly the sole director, cited as accused in proceedings before the Mokopane Magistrate’s Court on Friday, 9 October 2026.

The matter follows an investigation by the Hawks’ Serious Corruption Investigation teams in Phalaborwa and Polokwane under Operation “Phunyuka Bam’phethe”. It involves allegations of fraud, corruption and money laundering linked to the alleged irregular awarding of a R45 million fleet management tender to Flitmove (Pty) Ltd in December 2022.

It is further alleged that kickbacks were channelled to Maluleke through a company in which he is the sole director. The case was postponed to 16 October 2026 to allow for further investigations and a formal bail application. Maluleke remains in custody pending his next court appearance.

The Provincial Head of the Limpopo Hawks, Major General (Adv.) Gopz Govender, welcomed the court proceedings and commended the task team for its efforts in investigating serious corruption. He emphasised that public funds must benefit communities, reaffirming the Hawks’ commitment to pursuing corruption allegations without fear, favour or prejudice.

He urged anyone with credible information about corruption or the misuse of public funds to assist the authorities.
