Residents of eDumbe in the Zululand District wrote to the Inter-Ministerial Committee on Service Delivery about the problems they live with. On Friday, 16 October 2026, the committee arrives in person.

The IMC, chaired by Deputy President Paul Mashatile, will conduct an outreach visit to eDumbe Local Municipality in KwaZulu-Natal, according to the government’s published advisory. The programme is a response to persistent service delivery challenges affecting communities in eDumbe, which residents set out in a letter to the committee requesting its intervention.

The challenges named in the advisory are broad. They include water provision, human settlements, environmental and waste management, community facilities, public safety, land rights and local economic development. The advisory states that these cut across multiple government mandates and require coordinated intervention across national, provincial, district and local government.

That is the reason given for the visit’s structure. Mashatile has delegated a number of ministers and deputy ministers to lead various aspects of the programme, which the advisory describes as turning the engagement from a once-off event into a coordinated implementation process focused on measurable outcomes, clear institutional responsibilities and sustained follow-through by the relevant departments.

Ministers, the KwaZulu-Natal Premier, the DDM Champion, deputy ministers and other stakeholder leaders will tour projects during the day to assess implementation on the ground, identify outstanding constraints and facilitate practical solutions with the responsible institutions.

The sites on the schedule are eDumbe Dam, a Clean Cities Campaign project, the Services SETA-funded Dan Nkosi Skills Development Centre, Kanyekanye High School, the Mpunzi Water Project, the eDumbe Community Health Centre and the Ophuzane Housing Project.

The day begins at 08h30 with arrival and a briefing at eDumbe Municipal Council Chambers. Between 09h30 and 10h15, the Ministers of Tourism, Water and Sanitation, and Human Settlements together with the Deputy Minister of Forestry, Fisheries and Environment tour eDumbe Dam, while the Minister of Higher Education and Training unveils a plaque at the Dan Nkosi Skills Development Centre and the Deputy Minister of Forestry, Fisheries and Environment launches the Clean Cities Campaign in Ward 03.

From 10h15 to 11h00 the Minister of Human Settlements visits the Ophuzane Housing Project, the Minister of Health visits the eDumbe Community Health Centre and the Minister of Water and Sanitation visits the Mpunzi Water Project. At 11h00 the Deputy Minister of Basic Education and other ministers walk about Kanyekanye High School and are briefed on designs and plans for the school’s rebuilding.

The community engagement programme runs from 12h00 to 14h40 at Bilanyoni Sportsfield. It includes remarks by the local councillor, the KwaZulu-Natal Premier, the DDM Champion Minister of Public Service and Administration and the Minister of Human Settlements. The Minister of Land Reform and Rural Development will hand over a number of title deeds and various portions of land to labour tenants and other beneficiaries from eDumbe and Abaqulusi Local Municipalities.

The advisory states that the visit will culminate in the community engagement to ensure government interventions remain responsive to the lived experiences and priorities of communities in eDumbe.

Media accreditation and RSVPs are handled by Mr Takalani Mukwevho of GCIS on 082 227 9308, Mr Tsekiso Machike of Human Settlements on 078 237 3900 and Mr Nathi Zulu of eDumbe Local Municipality on 078 196 5550. This report is based on the government’s media advisory for the visit, published by South African Government (www.gov.za) at https://www.gov.za/news/media-advisories/government-activities/inter-ministerial-committee-service-delivery-embarks. The advisory sets out the programme and the challenges it responds to. It does not state what the visit has already achieved, what the letter from residents asked for in full, or what the committee will commit to beyond the day’s schedule.
