Tourism fund backs White River hotel as Mthalane opens restaurant

A 100% black female-owned Mpumalanga hotel has expanded with grant and NEF money, and the deputy minister says the measure of such funding is what it builds rather than what it approves.

A restaurant opened in White River, Mpumalanga, on 18 September 2026 with a grant from the Tourism Transformation Fund behind it, and the Deputy Minister of Tourism used the launch to say the measure of such funding is what it builds rather than what it approves.

Hotel 247 is a 100% black female-owned tourism enterprise. Its owner, Mrs Khosi Mthalane, acquired the property in 2021, when the COVID-19 pandemic had brought tourism to a standstill, and rebranded it.

Deputy Minister Maggie Sotyu delivered the keynote address at the launch, held during Tourism Month.

The instrument, and who is answerable for it

The Tourism Transformation Fund is implemented by the Department of Tourism in partnership with the National Empowerment Fund. Sotyu is the deputy minister answerable to Parliament for the department’s side of it.

The investment package at Hotel 247 brought together grant support through the fund, NEF financing, and the owner’s own contribution.

That combination was the point Sotyu returned to. Sustainable transformation, she said, is not about handing somebody a business. It is about backing entrepreneurs who are themselves prepared to invest and take risks.

Funding must become assets. Assets must become businesses. Businesses must become jobs, procurement opportunities, market access and sustainable local economic activity.

The department states that the investment has supported renovations, restaurant expansion, new furnishings and equipment, and alternative energy infrastructure, and that jobs have been created. It does not state how many.

What the record does not carry

The address names no figure for the grant, the NEF loan, or the owner’s contribution. It names no number of jobs created. It does not state Hotel 247’s occupancy, its turnover, or its grading.

Those are the numbers against which the fund’s value would ordinarily be tested. The department’s stated position is that the test is different.

The true measure of a programme such as the Tourism Transformation Fund is not how much money is approved. It is what that investment enables.

Why White River

White River sits in one of the country’s strongest tourism corridors. Visitors to the region reach the Kruger National Park, God’s Window, the Panorama Route, Graskop and the Lowveld.

Sotyu’s argument to the room was that a hotel in that corridor does not trade alone. A guest who stays pays for a room, then eats in a restaurant, uses transport, buys fuel, visits attractions, employs guides, buys crafts and attends conferences.

Every additional night, she said, creates economic opportunity. So does every additional meal and every additional experience.

The department frames this under its Tourism Growth Partnership Plan, which holds that investment in accommodation and attractions is necessary but not sufficient. Access, safety, skills, strong destinations, effective marketing and partnerships between government and industry are named as the rest of the conditions.

The next chapter, in the department’s own words

Sotyu was direct that the ribbon is not the end of the department’s involvement or the owner’s work.

The next chapter, she said, must be about sustainability. Stronger occupancy. Growing revenue. Repeat visitors. Sound financial management. Improved market access.

The goal she set out is a business that can keep growing, compete and create value after government support ends, and eventually support the next generation of entrepreneurs.

She also put a condition on the entrepreneur’s side of the bargain. Government programmes can provide support and funding institutions can provide capital, but entrepreneurship still requires courage, preparation, discipline and persistence. The entrepreneur must bring a viable business proposition, knowledge of the market, a willingness to invest, and the resilience to keep going.

Mthalane brought more than two decades of experience across fast-moving consumer goods and hospitality, in sales, operations, management, customer service and business leadership, before she bought the property.

What happens next

The department has not published the size of the Tourism Transformation Fund’s investment in Hotel 247, and it has not said how the business will be assessed against the sustainability goals Sotyu set out. The restaurant is open. The next dated test of the fund’s argument is the trading record of the business it backed.
