Mahambehlala takes roads and water audit to Phokwane on 18 September
The deputy minister leads a national, provincial and local delegation to Hartswater to assess stormwater damage, water services and housing in five Northern Cape towns.
Deputy Minister of Human Settlements Tandi Mahambehlala will lead an integrated service delivery outreach visit to Phokwane Local Municipality in Hartswater, Frances Baard District, on Friday, 18 September 2026, acting on behalf of Deputy President Paul Mashatile.
The visit is part of government’s coordinated effort to assess service delivery challenges, accelerate interventions and strengthen cooperation between national, provincial and local government. It sits inside Deputy President Mashatile’s delegated function, which covers the Rapid Response interventions on service delivery and troubleshooting in service delivery hotspots. He also assists the President in rolling out the District Development Model through coordination of the different spheres of government, with the stated aim of improving how municipalities function and addressing community concerns.
Who is going, and what they will look at
The delegation includes Premier of the Northern Cape Dr Zamani Saul, Minister of Transport Barbara Creecy, Deputy Minister of Water and Sanitation David Mahlobo, representatives of the South African Local Government Association and senior government officials.
The programme places particular focus on the condition of roads and stormwater infrastructure affecting communities in Hartswater, Jan Kempdorp, Pampierstad, Ganspan and surrounding rural areas. The delegation will also assess efforts to improve local road infrastructure, water and sanitation services, healthcare, educational opportunities, human settlements, employment and youth development, and recreational facilities.
The group will engage municipal leadership and visit strategic government projects to assess progress, identify challenges and determine the interventions required to address key service delivery priorities.
The residents get the last word
The programme closes with a Community Feedback Session at Bonita Park Stadium in Hartswater, which government describes as an opportunity for residents to engage directly with the delegation and receive feedback on interventions aimed at addressing challenges facing the surrounding communities.
The day begins at 09h00 with the delegation arriving at the Phokwane Local Municipality Council Chambers. The project visits run from 09h55, and the community feedback session starts at 12h00.
What the record does not yet show
This advisory sets out the programme and the areas under assessment. It does not carry costings, a list of named projects, or the findings of previous outreach visits to the municipality, and it does not commit the delegation to specific interventions in advance of the assessment. Those answers will come from the municipality, the Northern Cape provincial government and the national departments represented on the day.
The visit is a dated step in the District Development Model’s rollout in Frances Baard, and the measure of it will be what the delegation reports back to the residents who arrive at Bonita Park Stadium.
