Joburg's debt relief window shuts on 31 October with R2.052 billion already on the table
The City says 18 043 applications have come in for Phase 4 of its Debt Relief Programme, and that approval is assessed case by case rather than granted automatically.
The City of Johannesburg has given residents with historical municipal debt until 31 October 2026 to apply for relief under Phase 4 of its Debt Relief Programme, and says 18 043 applications representing R2.052 billion in outstanding debt have already been received across customer categories.
The programme, according to the City, is aimed at customers experiencing financial difficulties. It is also framed as an exercise in account rehabilitation and revenue sustainability, with the City saying it wants to encourage consistent payment behaviour rather than simply write off what is owed.
Kgamanyane Maphologela, Director of Communications and Stakeholder Management in Group Finance, made a final appeal to residents who have not yet applied. “We are making a final appeal to all qualifying residents and account holders who have not yet submitted their applications not to wait for the last minute,” he said.
His warning was practical. Applications that arrive late risk delays in assessment. “Early submission allows sufficient time for applications to enter the assessment process and reduces the risk of delays associated with the last-minute rush,” Maphologela said.
Applications can be submitted at an official City of Johannesburg Revenue Customer Service Centre, where staff assist with the process and the required documentation, or online through the Debt Relief Programme link on www.joburg.org.za.
The City was explicit that this is not a blanket amnesty. “The City emphasised that the programme is not an ‘automatic or blanket cancellation of municipal debt’,” the SAnews report states. Applications are assessed individually against Council-approved eligibility requirements and the conditions attached to Phase 4.
Four conditions carry the most weight for anyone applying. Submission does not guarantee approval. The extent of relief depends on the customer category, the qualifying debt and the programme conditions. Current monthly municipal charges remain payable in line with the programme’s requirements. And a complete application form with all supporting documents is essential.
The City also cautioned applicants about fraudulent intermediaries, urging residents to use official channels only and to avoid individuals or organisations promising guaranteed approval in exchange for payment.
“This programme is about giving qualifying customers an opportunity to address their historical debt while building a culture of consistent payment for municipal services,” Maphologela said. “Every account that is successfully rehabilitated contributes to a more sustainable revenue environment and ultimately supports the City’s ability to deliver services.”
The City tied relief to future payment behaviour, saying debt relief must be accompanied by a commitment that prevents customers from accumulating new arrears.
This report is drawn from the SAnews (South African Government News Agency) summary of the City’s announcement rather than from the Council resolution or the Phase 4 conditions themselves, so the detailed eligibility criteria are not set out here. Residents can obtain them through the City’s Revenue customer service centres or the programme page on joburg.org.za.
