Anglo commits R600m to junior mining fund that has backed eight explorers

Anglo has committed R600 million to the Junior Mining Exploration Fund, the joint exploration vehicle run by the Industrial Development Corporation and the Department of Minerals and Petroleum Resources. The commitment was announced at the Mining Indaba in Cape Town, two years after the fund was launched with R400 million in capital.

The IDC and the department each put in R200 million to establish the fund, with the Council for Geoscience providing oversight and technical support in evaluating applications. Anglo’s contribution is the first major private sector commitment to the vehicle.

The money is meant to reach South African junior miners doing early-stage exploration and prospecting work. Successful applicants receive non-repayable, convertible grants. Those grants convert to equity or a profit share if the applicant finds an ore body.

Eight funded out of 117 applications

The fund’s first window opened in June 2024 with R160 million allocated and was narrowed to copper, nickel, lithium, graphite and rare earths. Eight junior mining entities were selected from 117 applicants. The money went to geological mapping and other exploration activities.

The second window is now open, and its scope has been widened to applicants in other mining sectors. Under the revised terms of reference, applicants must be junior miners holding a valid prospecting or mining right, and no applicant may seek more than R50 million.

The fund supports early-stage work including drilling and logging, rock sample analysis, geophysics surveys, geochemistry studies, geotechnical assessment, geohydrological studies and environmental studies. It also supports advanced exploration, including further resource definition, metallurgical testing, environmental impact assessments, permitting and regulatory compliance, and feasibility studies.

What the IDC and the department said

IDC chief executive Mmakgoshi Lekhethe said the IDC and the department each contributed R200 million to establish the fund, and that Anglo’s commitment validated the corporation’s role in de-risking critical sectors of the economy. Mining accounts for more than R42 billion of the IDC’s portfolio exposure.

Department director general Jacob Mbele said the fund forms part of South Africa’s mineral exploration strategy, which aims to attract exploration investment, reignite mineral development and accelerate new mineral discoveries. He said Anglo’s partnership was a call to other private sector companies to support the fund.

Anglo American chief executive Duncan Wanblad said the shared ambition with the department, the IDC and the Council for Geoscience is to evolve the initiative into its next phase, allowing Anglo American and others to participate in junior exploration across the country, including as equity partners with juniors.

What it changes for a junior miner

For a small prospecting company, the arithmetic is the point. A grant that does not have to be repaid unless a body is found removes the hardest cost in exploration, which is the drilling and analysis that comes before anyone knows whether there is anything in the ground. The R50 million ceiling per applicant is the scale the fund is working at.

Eight funded applicants out of 117 in the first window is a selection rate of roughly one in fifteen. The fund has not said how many applications the second window has received or when awards will be made.
